   Proposed Program for Special Assessment of Private Sanitary Sewer Service Line Repairs

   A proposed program was on the agenda that would allow the City of Richfield to pay upfront for private sanitary sewer service line repairs — which can cost $10,000 or more — and then recover those costs through a property tax special assessment over five years at 5% annual interest. Most sewer service lines in Richfield date to the early 1960s and are increasingly prone to failure. The program was modeled after the City's existing Diseased/Hazardous Tree Special Assessment Program and was expected to require minimal additional staff effort.
