   Climate Action Plan (CAP) Update Review

   The council reviewed an updated Climate Action Plan that adopts the state goal of reducing emissions 50% by 2030 (from 2018 levels) and reaching carbon neutrality by 2050. The revised plan adds a vulnerability assessment identifying disproportionately affected populations, a 'climate snapshot' of local climate trends, and two new goals on emergency preparedness/public health and internal city capacity.    Veterans Park Improvements Vision Plan

   Recreation staff presented a phased Vision Plan for Veterans Park improvements including a clearer 1.5-mile ADA-accessible primary loop trail, consolidation of redundant paved paths, conversion of turf to native prairie, and a wildlife viewing platform to replace the former floating boardwalk. The plan also proposes a new Memorial Garden near the bandshell, pavilion area reorganization with crushed stone surfacing for vendors, added shade trees, and building repairs to the golf structure.
