   Utility Rate Study and Financial Analysis for Infrastructure Renewal Planning

   The Council reviewed a 10-year (through 2035) utility rate study by HDR, Inc. covering water, sewer, and stormwater systems, finding a large funding gap in the water utility while sewer and stormwater remain financially stronger. Council gave consensus direction to keep the current rate structure with proportional increases rather than adding new debt-service charges, while asking staff to further analyze multifamily and commercial usage for equity. Proposed transition plans for FY2027 include a 16.5% water rate increase (~$12.34/quarter for a typical residential customer), a 9.0% sewer increase (~$4.11/quarter), and a 17.0% stormwater increase (~$4.49/quarter).
