   City Council and Department Directors Effective Governance Dinner and Meeting

   The City Council and department directors held an informal work session to review the mid-year Strategic Plan progress report (January-June 2025) and the annual effective governance survey results. Discussion covered agenda preparation, first/second ordinance reading procedures, short-term rental challenges, upcoming food truck licensing, and clarifying Council versus staff roles. No formal action was taken; the discussion will help shape the agenda for the Council-director annual retreat in February 2026.
