   Continued Discussion: 4d(1) Affordable Housing Tax Classification Policy

   The City Council and Housing and Redevelopment Authority held a joint work session continuing their February 17, 2026 discussion of the state's 4d(1) tax classification, which lowers property taxes for qualifying affordable rental housing while shifting roughly $445,000 in tax burden to other Richfield taxpayers (about $28.19 per median-valued home and $175.54 per 11-unit apartment building in 2026). Staff presented updated 2026 data, comparisons to peer cities, and housing priority rankings, and council/HRA members gave direction on affordability-period length, unit production goals, and mixed-income ratios. No formal vote was taken; staff will use the feedback to draft a formal 4d policy.
