   Work Session Review of Revised Lupe Development Housing Proposal for American Legion Site (6501 Portland Avenue)

   The council and HRA reviewed a revised plan from Lupe Development for the former American Legion site, now proposing 296 units (136 in Phase I, 160 in Phase II) across two 5-story buildings, down from the original 329-unit, 6-story concept. The plan proposes 80% of units in each building at or below 60% Area Median Income, a parking ratio of 1.07 spaces per unit (16 stalls short of the 333 required by code), and one missing building step-back facing the park. No formal action was taken; the council gave informal feedback on design and requested further staff review before considering resolutions of support for grant funding applications.
