Metro Transit BRT Study Update - K Line (Nicollet Avenue Corridor)

Metro Transit's Arterial BRT Planning Manager presented the completed Arterial BRT Plan Update, which selected the Nicollet Avenue corridor as the route for the new METRO K Line running from American Boulevard in Bloomington through Richfield to downtown Minneapolis. The Commission voted to recommend that the Richfield City Council support Metro Transit's selection of the Nicollet corridor. K Line planning is anticipated to begin in 2027, with construction on the separate Nicollet Ave reconstruction project expected to start June 1, 2026.

Public Engagement Strategies During Operation Metro Surge

City staff asked the Commission for direction on how to adapt public engagement for infrastructure projects, noting that since Operation Metro Surge began in December, residents from traditionally underrepresented communities have been staying home and avoiding in-person events. Commissioners discussed partnering with community organizations, schools, and churches, and suggested a hybrid approach combining online outreach with continued in-person open houses, such as the Penn Avenue Open House #3 tentatively planned for mid-April 2026.
