One-year reflections on the organized collection program and Partners in Energy progress were presented and discussed

The council held a work session discussion on the first year of the city's organized collection program and recent progress under the Partners in Energy plan. Staff reported that the organized collection rollout issues were largely resolved, customer complaints had declined, organics and recycling performance was generally positive, recycling contamination was low enough to produce a credit that was expected to reduce resident costs, and collection rates were expected to rise slightly in 2023 under the contract. Staff also reviewed delinquent trash bill assessments already sent to the county, identified continued work on education, website updates, move-in/move-out data management, organics processing capacity, bulky item reuse, and future energy outreach and planning efforts such as Windsource promotion and EV planning.
